Tax Facts Lunch & Learn: Amendment A on Your Nov. 5th Ballot

Cheyenne, WY – The Equality State Policy Center (ESPC) and Wyoming Tax Facts are pleased to announce their next Tax Facts Lunch & Learn webinar, Amendment A on Your Nov. 5th Ballot. This informative session with Q&A is scheduled for Tuesday, October 29th, 2024, at 12:00 p.m. MDT. 

Amendment A is not the citizens ballot initiative to cut residential property tax by 50 percent. Instead, it is an effort by the State Legislature to change the constitution so that residential property can be treated separately from non-residential property.

This amendment will appear on voters’ ballots in next month’s general election. If passed, Amendment A would change Wyoming’s constitution to create a new class for “residential property,” allowing the Legislature to tax it at a different rate than other property types. The Legislature would also have the option to create a subclass for owner-occupied housing. This could allow the Legislature to move forward with property tax reform, currently focused on relief from rising assessments. It also presents a host of challenges and possibilities.

Currently, the Wyoming Constitution requires property to be assessed uniformly in each of three existing property classes: (1) mineral production, (2) industrial properties, and (3) all other real and personal property.

Our presenters will discuss the pros, cons, and unknowns should Amendment A pass on November 5. Differing perspectives will be offered by Manish Bhatt, Senior Policy Analyst with the Tax Foundation, Wyoming Representative Liz Storer (District 23, Teton County), and Converse County Commissioner Jim Willox. 

This webinar builds on the basics of property tax put forward in our August 27, 2024 program, “Taxes and Your Town and County Services.” On October 29, participants will gain insights into how different counties depend on residential property tax, and what might happen if a separate class is created.
