What Do I Need to Register?

The Secretary of State has chosen to put on voter registration forms that the ‘preferred’ form of identification is a valid Wyoming driver’s license. However, neither the Secretary of State nor county clerks can turn away potential voters because they have brought a different form of identification.

If tribal members choose to use their tribal identification card to register, regardless of whether the resident also has a valid Wyoming driver’s license, they must be allowed to register and cannot be treated differently based on the form of identification they choose to use.

Wyoming law affirms any one of the following forms of identification as valid to use when registering to vote:

  • United States Passport;
  • Driver’s License or Identification Card issued by any State or Outlying Possession of the United States;
  • Identification Card issued by the Federal Government, any State or Local Government, or an Agency thereof;
  • Photo Identification Card issued by the University of Wyoming, a Wyoming Community College, or a Wyoming Public School;
  • United States Military Card;
  • Identification Card issued to a Dependent of a member of the United States Armed Forces

If you do not have any of the above, you can also use any two of the following forms of identification as valid to use when registering to vote:

  • U.S. Social Security Card
  • Draft Record
  • Certificate of U.S. Citizenship or Naturalization
  • Voter Registration Card from another state or county
  • Original or Certified copy of a Birth Certificate with official seal
  • Certificate of Birth Abroad issued by the U.S. State Dept
  • Any other form of ID issued by an Official Agency
Note: if you are not using a valid Wyoming driver’s license to register, you will have to provide the last four digits of your Social Security Number. WYCL § 8-7-101 explicitly states that “[a]n identification card issued by the governing body of the Eastern Shoshone tribe of Wyoming or Northern Arapahoe tribe of Wyoming . . . shall be considered a valid form of identification for all purposes for which [a Wyoming state identification card] may be used.”

Additionally, as authorized by WYCL § 22-1-102(a)(xxxix), the Secretary of State’s Election Procedures, specifically Chapter 2, Section 6(a), clearly outlines the above forms of acceptable identification to register to vote, without preference.
