         HB 7 would have prohibited insurance policies from including any clauses that would exclude payment of benefits for losses or injuries sustained by any person because the insured person was under the influence of drugs or alcohol.
         The bill also would have repealed a statute that allows alcohol exclusion clauses in disability insurance policies.
         HB 7 specifically did not preclude an insurer from excluding coverage for any claim arising from the commission of a felony.
         Supporters thought that even when a person was drunk or under the influence of other drugs, their insurance should still cover injuries sustained by someone else as a result of their actions. They noted the potential harm suffered by the injured person if the insurance company didn't have to pay in these cases.
         Opponents thought that requiring insurance companies to pay in these cases might drive the cost of insurance up for everyone.
         HB 7 failed the House Committee of the Whole vote (first floor vote), 10-49 (1 excused). The votes listed below are the House Committee of the Whole votes. A YES vote means the representative wanted insurers to cover losses or injuries to a person including when the insured person was under the influence of drugs or alcohol. A NO vote means the representative did not want to require insurance companies to pay for these types of cases.
