         HB 54 would have increased tobacco taxes in Wyoming. The tax on cigarettes, which presently is 60 cents per package, would have increased to $1.00 per package. The tax on cigars, snuff and all other tobacco products than cigarettes would have increased from 20% of wholesale price to 33.33% of wholesale price.
         The additional revenue generated by these tobacco tax increases would have gone to the Wyoming Department of Health, to help pay for the Wyoming medical assistance and services (Medicaid) program.
         Supporters noted that their primary goal was to reduce the number of people who smoke or use other tobacco products, and to prevent people from starting the habit, especially young people. They pointed to studies that showed that higher taxes on tobacco products lead to both of these results. They thought that dedicating the increased revenue to help pay for Wyoming's Medicaid program was logical and just.
         Opponents argued that HB 54 would be an unfair burden on tobacco users, who should be able to choose whether or not to use tobacco products without being forced to quit by having the items priced out of their economic reach.
         The House defeated HB 54 on third reading (final vote), 26-33 ((1 excused). The votes listed below are the House third reading votes. A YES means the representative wanted to increase tobacco taxes, while a NO vote means the representative did not want to increase tobacco taxes.
